There is no base building at all in WiC. Instead, a point system that plays as not only a pop cap but money.
Every player gets a set amount of points at the beginning of the match, possibly depending on the map, amount of players, and settings determined by the game host, or in the case of singleplayer your own settings. (you may be able to "upgrade" this by capturing strategic points, but I haven't read anything on that yet.) Let's say everyone get's 10,000 points. Now, let's say you order some riflemen, for 2,000 points. 10,000 - 2,000 = 8,000. 40 seconds later, the soldiers are dropped off.
When those soldiers die, your 8,000 points slowly increases back up to 10,000. So it plays both as the limit to the amount of units you can have on the battlefield and how fast you can request them. No more days of unit spammers!
There's also a "bonus point" system, called tactical aids. Think of Battle for Middle Earth and C&C generals combined. By completing missions (I'm assuming this, perhaps in the campaign tactical aids carry over into other missions?), capturing points of interest, healing units and killing enemy soldiers, this increases. These bonus points get you things like airstrikes (Of all kinds, such as tankbusters, daisy clusters, and I'm assuming Napalm, etc.) , artillary strikes, and, naturally, the NUKE! They're supposedly upgradeable, though how that works I'm unsure. Either way, you point and click where you want it.
many may find this system frustrating. However, I disagree. They're repeatably referred this game as a strategy game, not an RTS. I know, that doesn't make alot of sense literally.
If you like to build castles and put up units to defend them, and build farms and such, this game is maybe not for you.
But if you like strategic fighting, not having to worry about money all the time, than this is the game for you.
